DESCRIPTION:After two decades of U.S. engagement in Afghanistan\, America’s longest war is ending with a dramatically unplanned evacuation of civilian personnel\, U.S. citizens\, and some vulnerable Afghans ahead of the September 11 deadline set for the formal withdrawal of U.S. forces. The rapid take-over of Kabul by the Taliban has prompted debate about the future of Afghanistan\, the impact of U.S. policy decisions\, and the moral responsibility that America bears following its decades of intervention. What lessons can the United States learn from our prolonged engagement? Join us for this Foreign Policy Forum with Adam Weinstein\, from the Quincy Institute\, who will offer his thoughts on such lessons and discuss prospects for Afghanistan and for the United States’ future engagement in the region. \nAdam Weinstein is a Research Fellow with the Quincy Institute for Responsible Statecraft. He previously worked for KPMG’s international trade practice and assisted multinational clients in navigating Asia’s changing trade landscape\, managing sanctions risk\, and utilizing free trade agreements. In the process\, they worked to make women’s equality a reality. These female fighters were intent on defeating the Islamic State and on changing women’s lives in the Middle East and beyond.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWomen’s contributions to matters of war and peace\, foreign policy\, national security\, and even combat on battlefields have often been overlooked. With each passing year\, there is a growing recognition of these contributions\, as women leaders shape policy around the world. Women have also taken to the battlefield to protect their families\, nations\, and cultures. Unfortunately\, it is clear that the causes\, effects\, and policies needed to counter climate change are a point of contention\, as everything regarding climate change has become politically divisive. Global issues require global responses and there is no agreement on whether or how the international community can coordinate approaches to the many challenges involving energy\, environment\, and fiscal responsibilities. Molly Williamson\, a retired Foreign Service Officer and current scholar with the Middle East Institute\, will explore key factors confounding policy makers and political leaders\, both foreign and domestic. \nMolly Williamson is a retired Foreign Service Officer\, who served six different presidents\, and achieved the rank of Career Minister. Williamson speaks extensively on energy\, economic and demographic factors affecting foreign policy formulation\, US-Middle East relations\, especially regional unrest\, the Israel-Palestine conflict\, Iran and nuclear challenges\, and the interagency process. \nShe is a scholar with the Middle East Institute and the National Council on US-Arab Relations\, a consultant\, and frequent guest lecturer at Johns Hopkins University\, the Defense Institute of Security Cooperation\, and the National Joint Staff College. Williamson has had a unique combination of policy positions in four Cabinet departments in the U.S. government as well as numerous diplomatic assignments in and about the Middle East. A primary policy consideration  is Iran’s nuclear program and the possibility of restoring the 2015 nuclear agreement. How can the Biden Administration work to prevent a Iranian nuclear weapons program and increase security in the Middle East through relations with Iran? How will the Biden Administration choose to engage with Iranian counterparts? Outside of bilateral and nuclear issues\, multilateral diplomacy will likely be a central focus for how the United States will engage with Iran and others in the Middle East. What might U.S. multilateral diplomacy look like in a region filled with challenging actors? \nOn February 23\, the Cleveland Council on World Affairs will host Paul Pillar and Kelsey Davenport for a dynamic conversation about the challenges facing the Biden Administration’s policy towards Iran and the Middle East. \nPaul Pillar is a Nonresident Senior Fellow of the Center for Security Studies in the Edmund A. Walsh School of Foreign Service at Georgetown University and a Fellow of the Quincy Institute for Responsible Statecraft. He had a 28 year career in the U.S. intelligence community and most recently served as National Intelligence Officer for the Near East and South Asia. Earlier he served in analytical and managerial positions\, including as chief of analytic units at the CIA covering portions of the Near East\, the Persian Gulf\, and South Asia. \nKelsey Davenport is the Director for Nonproliferation Policy at the Arms Control Association\, where she focuses on the nuclear and missile programs in Iran\, North Korea\, India\, and Pakistan. She also reports on developments in these areas for Arms Control Today and runs the Arms Control Association’s project assessing the effectiveness of multilateral voluntary initiatives that contribute to nonproliferation efforts. Despite this positive indication\, the World Bank and International Monetary Foundation warn of setbacks and major consequences in 2021 and beyond. With all of this in mind\, it is likely that the overall ascent and recovery back to pre-pandemic economic activity will be a long one. What might the new year bring for the global economy? How will the world rebound post-COVID-19? \nJoin us for our first Foreign Policy Forum of 2021 with Nicolas Véron\, a senior fellow at the Peterson Institute for International Economics. Véron is also a senior fellow at Bruegel\, a Brussels-based economic policy think tank he helped co-found in 2002. Susan Thornton is a retired senior U.S. diplomat with almost 30 years of experience with the U.S. State Department in Eurasia and East Asia. She is currently a senior fellow and research scholar at the Paul Tsai China Center at Yale University Law School; director of the Forum on Asia-Pacific Security at the National Committee on American Foreign Policy; and a nonresident senior fellow at the Brookings Institution. \n \n  \nUntil July 2018\, Thornton was acting assistant secretary for East Asian and Pacific Affairs at the Department of State and led East Asia policymaking amid crises with North Korea\, escalating trade tensions with China\, and the changing international environment. He is the founder and Faculty Chair of the Future of Diplomacy Project and Faculty Chair of the Project on Europe and the Transatlantic Relationship. He serves on the Board of Directors of the Kennedy School’s Belfer Center for Science and International Affairs\, is a Faculty Affiliate of the Middle East Initiative\, and is a Faculty Associate at Harvard’s Weatherhead Center for International Affairs. \n \nProfessor Burns served in the United States government for twenty-seven years.  As a career Foreign Service Officer\, he was Under Secretary of State for Political Affairs from 2005 to 2008; the State Department’s third-ranking official when he led negotiations on the U.S.–India Civil Nuclear Agreement; a long-term military assistance agreement with Israel; and was the lead U.S. negotiator on Iran’s nuclear program. The book has been featured on PBS Newshour\, BBC World\, CNN\, and NPR. Bill Gates has listed the book on the top of his reading list and Michael Bloomberg provided the cover endorsement: “Bollyky’s book can help to save many lives.” He is the founder and managing editor of Think Global Health\, an online magazine that examines the ways health shapes economies\, societies\, and everyday lives around the world. He also directed the first CFR-sponsored Independent Task Force devoted to global health\, The Emerging Global Health Crisis: Noncommunicable Diseases in Low and Middle-Income Countries. \nMr. Bollyky has testified multiple times before the U.S. Senate\, and his work has appeared in publications including The Atlantic\, Foreign Affairs\, and the New York Times. He has served as a consultant to the Bill and Melinda Gates Foundation and as a temporary legal advisor to the World Health Organization. In 2013\, the World Economic Forum named Mr. Bollyky as one of its global leaders under forty. The Iran nuclear deal (Joint Comprehensive Plan Of Action) also warrants attention when considering the future of relations between the U.S. and Iran\, as well as Iran and other Western nations. Lastly\, the use\, and misuse\, of sanctions against the Islamic Republic of Iran adds a level of complication to the already fragile relationship. SUMMARY:The U.S.-South Korea Alliance: Addressing North Korea and a Changing World
DESCRIPTION:Ambassador Kathleen Stephens\, former U.S. Ambassador to the Republic of Korea\, is currently the President and CEO of the Korea Economic Institute of America. Ambassador Stephens will start our Foreign Policy Forum season with a discussion of the dynamic alliance between the United States and South Korea confronted with new and evolving challenges. Crucially\, the alliance is now tasked with maintaining military preparedness against North Korea while simultaneously pursuing diplomacy with North Korean leader Kim Jong-un. This\, however\, comes amid rising competition between the U.S. and China\, South Korea’s largest trading partner and a key player in resolving the North Korea issue\, as well as a more critical view from the White House on the role of allies. Though the path forward for the alliance is not yet clear\, close coordination on a range of issues will be needed to advance the shared goals of both countries. How will the United States and South Korea continue to shape their alliance while facing these new challenges? \nAmbassador Stephens retired from the Foreign Service in 2015 and assumed leadership of KEI as President and CEO in September of 2018. Ambassador Stephens was a career diplomat in the U.S. Foreign Service from 1978 to 2015. She was U.S. Ambassador to the Republic of Korea (2008-2011) and was the first woman and first Korean speaker to serve in that position. Korea has been significant throughout Ambassador Stephens’ life\, as she served in Korea as a Peace Corps volunteer and trainer from 1975 to 1977. Other Foreign Service assignments included postings to Portugal\, former Yugoslavia\, China\, Northern Ireland\, and India. SUMMARY:"The Troubles" in Northern Ireland: Conflict Resolution & Peacebuilding
DESCRIPTION:This half-day interactive workshop will be a deep dive into the history\, politics and peacebuilding process of “the Troubles” in Northern Ireland. The workshop will build a strong knowledge of the Northern Ireland conflict and will strengthen conflict resolution competencies\, which can be utilized in the classroom. \nWe will share resources for educators to teach students the qualities of an effective mediator\, to understand the challenges of mediation\, to consider the importance of conflict resolution\, and to improve students’ mediation skills. The workshop is open to the community; non-educators will participate in a hands-on activity. We encourage students interested in exploring conflict resolution as well as students of political science\, foreign affairs\, and history to attend the workshop. \nContact hours for educator license renewal are available. All participants will have the opportunity to attend the Global Impact Award event\, honoring Senator George J. Mitchell\, at a discounted price. \nBreakfast and snacks will be provided. \n  \nLocation: \nMurphy Room\, Lombardo Student Center\, John Carroll University \nParticipants should enter at the S. Belvoir Blvd. entrance and announce themselves as guests for this program at the guard house.
