Michael McKinley is Senior Adviser in the Americas Program at the Center for Strategic and International Studies. The rapid take-over of Kabul by the Taliban has prompted debate about the future of Afghanistan\, the impact of U.S. policy decisions\, and the moral responsibility that America bears following its decades of intervention. What lessons can the United States learn from our prolonged engagement? Join us for this Foreign Policy Forum with Adam Weinstein\, from the Quincy Institute\, who will offer his thoughts on such lessons and discuss prospects for Afghanistan and for the United States’ future engagement in the region. \nAdam Weinstein is a Research Fellow with the Quincy Institute for Responsible Statecraft. He previously worked for KPMG’s international trade practice and assisted multinational clients in navigating Asia’s changing trade landscape\, managing sanctions risk\, and utilizing free trade agreements. DESCRIPTION:This forum is presented in partnership with The City Club of Cleveland and the Cleveland International Film Festival. \nThe crisis in Venezuela has been making headlines for years. As violence erupts in the streets\, people without food\, water\, or electricity have been fleeing the country in droves. Unsustainable economic practices compounded by Nicolás Maduro’s authoritarian reign has created the perfect storm for a national catastrophe\, and has inspired enormous demonstrations throughout the country\, uniting people of all walks of life against the corrupt institutions that hold them down. \nThis ongoing humanitarian and political crisis in Venezuela was captured in the riveting documentary A La Calle\, which tells the story of the Venezuelan people’s attempts to reclaim their country’s democracy. Molly Williamson\, a retired Foreign Service Officer and current scholar with the Middle East Institute\, will explore key factors confounding policy makers and political leaders\, both foreign and domestic. \nMolly Williamson is a retired Foreign Service Officer\, who served six different presidents\, and achieved the rank of Career Minister. Williamson speaks extensively on energy\, economic and demographic factors affecting foreign policy formulation\, US-Middle East relations\, especially regional unrest\, the Israel-Palestine conflict\, Iran and nuclear challenges\, and the interagency process. \nShe is a scholar with the Middle East Institute and the National Council on US-Arab Relations\, a consultant\, and frequent guest lecturer at Johns Hopkins University\, the Defense Institute of Security Cooperation\, and the National Joint Staff College. Williamson has had a unique combination of policy positions in four Cabinet departments in the U.S. government as well as numerous diplomatic assignments in and about the Middle East. Walsh School of Foreign Service at Georgetown University and a Fellow of the Quincy Institute for Responsible Statecraft. He had a 28 year career in the U.S. intelligence community and most recently served as National Intelligence Officer for the Near East and South Asia. Earlier he served in analytical and managerial positions\, including as chief of analytic units at the CIA covering portions of the Near East\, the Persian Gulf\, and South Asia. \nKelsey Davenport is the Director for Nonproliferation Policy at the Arms Control Association\, where she focuses on the nuclear and missile programs in Iran\, North Korea\, India\, and Pakistan. She also reports on developments in these areas for Arms Control Today and runs the Arms Control Association’s project assessing the effectiveness of multilateral voluntary initiatives that contribute to nonproliferation efforts. SUMMARY:The U.S.-South Korea Alliance: Addressing North Korea and a Changing World
DESCRIPTION:Ambassador Kathleen Stephens\, former U.S. Ambassador to the Republic of Korea\, is currently the President and CEO of the Korea Economic Institute of America. Ambassador Stephens will start our Foreign Policy Forum season with a discussion of the dynamic alliance between the United States and South Korea confronted with new and evolving challenges. Crucially\, the alliance is now tasked with maintaining military preparedness against North Korea while simultaneously pursuing diplomacy with North Korean leader Kim Jong-un. This\, however\, comes amid rising competition between the U.S. and China\, South Korea’s largest trading partner and a key player in resolving the North Korea issue\, as well as a more critical view from the White House on the role of allies. Though the path forward for the alliance is not yet clear\, close coordination on a range of issues will be needed to advance the shared goals of both countries. How will the United States and South Korea continue to shape their alliance while facing these new challenges? \nAmbassador Stephens retired from the Foreign Service in 2015 and assumed leadership of KEI as President and CEO in September of 2018. Ambassador Stephens was a career diplomat in the U.S. Foreign Service from 1978 to 2015. She was U.S. Ambassador to the Republic of Korea (2008-2011) and was the first woman and first Korean speaker to serve in that position. Korea has been significant throughout Ambassador Stephens’ life\, as she served in Korea as a Peace Corps volunteer and trainer from 1975 to 1977. Other Foreign Service assignments included postings to Portugal\, former Yugoslavia\, China\, Northern Ireland\, and India. Propelled by the Arab uprisings in 2011\, Yemeni society peacefully mobilized protests and forced its long ruling president\, Ali Abdullah Saleh\, to step down. Today\, Yemen finds itself mired in a violent contest between northern rebel groups and Saudi and Emirati forces. \nHorrific human rights abuses\, as well as war crimes\, are being committed throughout the country by all parties to the conflict\, causing the United Nations to characterize Yemen as the world’s most severe humanitarian crisis to date. As a result\, there are bipartisan efforts in Congress underway to stop U.S. involvement in the civil war. What effect will they have? Instead\, U.S. policy is to put America first whenever possible. \nJames Lindsay\, the Senior Vice President and Director of Studies at the prestigious Council on Foreign Relations (CFR)\, will join the Cleveland Council on World Affairs for a Foreign Policy Forum to discuss America’s role in today’s world. Lindsay argues that the pillars of postwar foreign policy that America has traditionally upheld\, including strong alliances\, open markets\, and commitment to democracy\, are all threatened by the current U.S. leadership.
