The rapid take-over of Kabul by the Taliban has prompted debate about the future of Afghanistan\, the impact of U.S. policy decisions\, and the moral responsibility that America bears following its decades of intervention. What lessons can the United States learn from our prolonged engagement? Join us for this Foreign Policy Forum with Adam Weinstein\, from the Quincy Institute\, who will offer his thoughts on such lessons and discuss prospects for Afghanistan and for the United States’ future engagement in the region. \nAdam Weinstein is a Research Fellow with the Quincy Institute for Responsible Statecraft. He previously worked for KPMG’s international trade practice and assisted multinational clients in navigating Asia’s changing trade landscape\, managing sanctions risk\, and utilizing free trade agreements. DESCRIPTION:In March of 2011\, protestors took to the streets in Syria to show solidarity with the growing pro-democracy movements in Libya\, Egypt\, and Tunisia. Across the region\, these protests sparked a domino effect of citizens taking to the streets to demand democratic reforms and greater freedoms; on a larger scale\, this period became known as the Arab Spring. In Syria\, however\, the initial uprisings were followed by a government and military crackdown\, successive resignations from Syrian government officials\, human rights abuses\, and an exodus of thousands of Syrian residents. This shaped the start of the Syrian Civil War. \nTen years after the first protests began\, the brutal violence has subsided\, but peace remains elusive. An estimated 593\,000 people have died\, more than 11 million currently need humanitarian assistance\, approximately six million people are displaced within Syria\, and more than million Syrian refugees have relocated across the globe. Outside of the humanitarian disaster and need for assistance\, the Syrian conflict has numerous domestic actors competing for government control as well as larger geopolitical implications\, as the U.S.\, Iran\, Russia\, and Turkey all have a hand at the table. \nJoin us for a conversation on the state of affairs in Syria\, 10 years since those first uprisings\, and what the ongoing instability there means for the region. \n\nSpeaker\n\nRobert S. These geographic regions were once economic powerhouses\, but have experienced a decline in manufacturing\, and a subsequent decline in local economies\, property taxes\, education\, and other community assets. Research has shown that when election season rolls around\, residents of these geographic regions are also increasingly likely to latch onto populist candidates like Donald Trump or Marine Le Pen. \nNeopopulism thrives in rust belt communities across the globe – communities where residents are responsive to the messages of nationalism\, nativism\, retreat from the international community\, and nostalgia for days gone by offered up by right-wing populists. Yet\, evidence also suggests that when these communities have economic hope\, the appeal of populism wanes. DESCRIPTION:Alexei Navalny\, an anti-corruption investigator and Russian President Vladimir V. Putin’s most prominent critic\, is determined to challenge the authoritarian leader and change Russia’s political system. He was arrested on January 17 upon returning from Germany\, where he spent five months recovering from a nerve-agent poisoning that he blames on the Kremlin. Putin has denied being involved. Navalny is currently jailed for violating the terms of a 2014 conviction\, a conviction Navalny maintains is politically motivated. \nNavalny’s arrest and jailing has prompted the biggest dissent the Russian government has faced in years\, and the peaceful protests that have occurred across Russia have been met with heavy police presence and thousands of civilian arrests. The situation has also heightened tensions between Russia and the European Union (EU) − Moscow expelled three European diplomats for allegedly attending demonstrations in support of Navalny and EU officials are considering proposed sanctions in response to Russia’s refusal to engage on human rights. \nJust how strong is Navalny’s opposition movement? SUMMARY:Happy Dog Takes on the World: Coups and the Fragility of Democracy
DESCRIPTION:On January 6\, 2021\, supporters of President Trump violently stormed the Capitol after attending a rally on the National Mall where Trump defended his belief that the election had been “stolen” from him. Five people died. Many saw it as inevitable\, a cumulation of four years of President Trump and his administration testing the invisible boundaries of American democracy. Others called it a failed coup attempt. Regardless\, the violence shocked the world\, with many global leaders publicly expressing their anger and sadness while maintaining their belief in the strength of American democratic institutions. \nBut coups are not uncommon worldwide. According to the Pew Research Center\, more than 75 countries (including a few that no longer exist – Czechoslovakia\, North and South Yemen\, and South Vietnam) have experienced at least one successful coup since World War II. Overall\, while military and self-coups are on the decline\, they still occur in the modern era: in 2013\, Egyptian General Abdel Fattah el-Sisi stormed the presidential palace riding his tank\, toppling the first democratically civilian-elected President\, Mohammed Morsi. In 2017\, Zimbabwean President Robert Mugabe was removed as president and party leader of ZANU-PF. \nIn the United States\, Americans have struggled to define and comprehend what happened. Was it a riot? An uprising? A coup? And\, perhaps more importantly\, could it happen again? In countries both industrialized and developed\, women are facing multiple threats – physical\, emotional\, sexual\, and psychological – and even worse in situations of conflict and humanitarian crises; and job loss and economic instability. Complicating matters is the fact that women often have little to no advocates when it comes to making crucial decisions that affect their lives − women make up only 10 percent of national leaders. \nWhat is the situation for women globally? And how has it impacted women’s political leadership? While no Iraqi\, American\, or coalition causalities were reported\, recent reports indicate several American troops were treated for concussion symptoms from the blast. Hours after the missile strike\, Iranian forces\, bracing for a U.S. counterattack that never came\, accidentally shot down an Ukraine International Airlines jetliner\, killing all 176 people aboard shortly after take-off. \nIranians\, initially swept up in a wave of nationalism and unity after the death of Soleimani\, are now protesting in the streets over their government’s handling of the downed jetliner and the threat of more hardships caused by pending U.S. sanctions. \nHow did we get here? Will Iran strike again to take revenge for the death of Soleimani? Through television\, and now through social media\, increasingly the real-world rights and wrongs of our military are brought into our living rooms or onto our phones with ever increasing speed. \nForeign military interventions of the past two decades in Afghanistan and Iraq —including scandals such as prisoner abuse at Abu Ghraib — have shaped current ethics in the U.S. military. How the U.S. military conducts itself when deployed overseas is impacted by the kinds of missions that it is increasingly asked to carry out — not just warfare but also elements of more complex nation-building exercises — and by nature of the evolving threats it faces\, suchhappy as non-state actors and the asymmetrical tactics that they employ\, including in new theaters such as cyberspace. \nHow have military ethics evolved in the first two decades of the 21st century? How different are military ethics today and how does the current U.S. military enforce its ethical norms?
