The Caspian Sea region with its abundant energy resources has enormous strategic importance for the United States. Ambassador Richard Hoagland, U.S. Ambassador to Kazakhstan (2008-2011), U.S. Ambassador to Tajikistan (2003-2006), U.S. Deputy Ambassador to Pakistan (2011- 2013), and Principal Deputy Assistant Secretary of State for South and Central Asian Affairs (2013-2015), will join us for a discussion of the importance of the Caspian Sea region. Ambassador Hoagland will provide an overview of dynamics in the Caspian region, including a look at China’s rising role and previous U.S.-Russia clashes. How have major powers clashed in the Caspian Sea, and what goals do these nations have in the region?
Ambassador Richard Hoagland was U.S. Principal Deputy Assistant Secretary of State for South and Central Asian Affairs from October 2013-August 2015. Before returning to Washington in September 2013, he spent a decade in South and Central Asia. He was U.S. Deputy Ambassador to Pakistan (2011- 2013), U.S. Ambassador to Kazakhstan (2008-2011), and U.S. Ambassador to Tajikistan (2003-2006). Ambassador Hoagland is currently the Caspian Security and Politics Program Chair at the Caspian Policy Center and a Subject Matter Expert for the New York Times Silk Road Journey.
