Anna Borshchevskaya is the Ira Weiner Fellow at the Washington Institute for Near East Policy, where she focuses on Russia’s policy towards the Middle East. Borshchevskaya suggests that although many were surprised by Putin’s intervention in Syria, it was years in the making.
